Wall Street flat on weak economic activity data

3 hrs.

Stocks were flat on Wednesday as an unexpectedly weak read on fourth-quarter economic activity was offset by strong results at Boeing and Amazon.com.?

Equities continued to shrug off negative news, with the S&P 500 staying above 1,500, a level that market technicians call an inflection point that will determine the overall direction in the near term.?

The first read showed gross domestic product fell 0.1 percent, far below expectations for growth of 1.1 percent. However, private sector employment topped forecasts, with the ADP National Employment report showing 192,000 jobs added in January, higher than the 165,000 expectation.?

"The GDP report is the only negative shock we've had in a while, and it isn't terrible since it showed increases in business and consumer spending, which is what everyone wants to drive growth from here," said Randy Frederick, managing director of active trading and derivatives for Charles Schwab in Austin, Texas.?

Deeper losses were prevented by a rise in both Boeing Co and Amazon.com Inc , which rallied after earnings beat expectations, continuing a trend this quarter of high-profile names advancing after results.?

Amazon.com Inc rose 6.7 percent to $277.87 a day after reporting strong revenue growth. Boeing rose 0.5 percent to $74 after its results. The Dow component also said that while production continued on its Dreamliner jet, which has had technical problems recently, it was suspending delivery until clearance was granted by the Federal Aviation Administration.?

Thomson Reuters data showed that of the 174 companies in the S&P 500 that have reported earnings this season, 68.4 percent have been above analyst expectations, which is a higher proportion than over the past four quarters and above the average since 1994.?

The Dow Jones industrial average was up 5.50 points, or 0.04 percent, at 13,959.92. The Standard & Poor's 500 Index was up 1.09 points, or 0.07 percent, at 1,508.93. The Nasdaq Composite Index was up 5.73 points, or 0.18 percent, at 3,159.39.?

The S&P 500 is on track to post its best monthly performance since October 2011 as investors poured $55 billion in new cash into stock mutual funds and exchange-traded funds in January, the biggest monthly inflow on record.?

The Dow Jones industrial average has been flirting with 14,000, a level it hasn't seen since October 2007. Many analysts have said markets may need to take a pause.?

"I'm neutral on markets at these levels, even though there aren't a lot of negatives out there," Frederick said. "At some point there will be a pullback, but the underlying trends remain strong and I think it is possible the S&P could hit a new all-time high sometime this quarter."?

The all-time intraday high for the S&P 500 is 1,576.09, reached October 11, 2007.?

The Federal Reserve concludes a two-day meeting on Wednesday, and while the central bank is expected to keep monetary policy on a steady path, intensive debates continue behind the scenes over when the controversial bond-buying program should be curtailed.?

Chesapeake Energy Corp rose 11 percent to $21.11 as the S&P's biggest percentage gainer, a day after saying Aubrey McClendon would step down as chief executive after a year in which a series of Reuters investigations triggered civil and criminal probes of the second-largest U.S. natural gas producer.?

Never Leave the House Again! Google Earth Adds Tours of 100,000 Places Around the World

Good news, shut-ins! It?s now even easier to kind of see the world from your computer. Google Earth has added over 100,000 places in more than 200 countries to their Tour Guide feature. The Google Earth Tour Guide combines animated flybys of places, interesting facts pulled from Wikipedia, and even user-generated Panoramio images to get a better look. Why not kill a little time pretending to explore the globe? You might learn something.

The upgrade hit Google Earth today across the desktop, Android, and iOS platforms. As well as adding more places to Tour Guide, Google has also fleshed out the experience for places already listed. They say the combination of 3D flyover and Wikipedia facts will provide a ?richer? user experience.

The Tour Guide clips are short animations, and at the end of each, users are shown a few selected images from Panorimio to give them a more detailed view of the area. I ran the one for the Statue of Liberty, and besides learning that New York?s first ticker-tape parade was thrown to celebrate its completion, Google Earth also had a nice collection of photos for me to look at when the animation was complete.

Tour Guide first launched back in October of 2012 with a paltry 11,000 locations, but this update is a huge improvement to that number. Tour Guide could be a great way to teach students about a location by giving them something to interact with rather than just a list of facts about a place. Writing my fifth grade report on New Hampshire would have been a lot more interesting if Google Earth and Tour Guide were around back then.

For The First Time, Facebook?s 680M Mobile DAUs Surpassed Desktop DAUs ? Zuck Says It?s Now A ?Mobile Company?

4438484758_9e8c5f586d_zToday is Q4 earnings day for Facebook, and we’ve learned some really interesting things about the growth of the social network. Surprisingly to some, mobile DAUs have exceeded those on the web, for the first time in the company’s history. We knew that Facebook was focused on growing its network leveraging mobile devices and platforms, but it’s impressive to see this usage increase in such a way so quickly. To those who have been following Facebook closely, the shift to mobile has been apparent. More and more, people are checking their Facebook messages on their mobile device and skipping the desktop version completely. This is a behavioral shift in users that Facebook is riding along with, and it’s smart. Here’s a quick look at the overall DAUs for Q4: Overall MAUs were at 1.06B, up from 1.01B in Q3. Here’s a look at the data from the the quarter: None of these numbers include Instagram. When the release hit the wires today, it came with a statement from Facebook Founder and CEO Mark Zuckerberg: In 2012, we connected over a billion people and became a mobile company. We enter 2013 with good momentum and will continue to invest to achieve our mission and become a stronger, more valuable company. As far as making money, mobile accounted for 23% of advertising revenue, which is up from 14% of advertising revenue in Q3 of of 2012. Back in September at TechCrunch Disrupt, Zuckerberg projected that one day, Facebook would make more revenue from mobile users. That’s not the case as of yet, but the shift is in full swing. At the time, he said: We?re going to execute this mission to make the world connected and build value over the long-term. The bigger question that will define how we?ve done is how we do with mobile. Facebook stock declined 7% in after-hours trading even though its revenue rose 40% To $1.59B for Q4 2012. Since the release, it’s popping back up a bit. During the earnings call, Zuckerberg discussed the power of mobile: It allows us to reach more people, there is more engagement from those people, and we’ll be able to make more money from those users. Mobile creates a more dynamic ecosystem. He also discussed Facebook’s new approach to build mobile-first applications and features. This is something that everyone has been waiting to hear from Facebook, as the company has

Canon PowerShot A2500, ELPH 330 HS, 115 IS point-and-shoots debut ahead of CP+

Canon PowerShot A2500, ELPH 330 HS, 115 IS pointandshoots to debut this week at CP

You might have figured Canon's 2013 PowerShot lineup was diverse enough to satisfy just about any point-and-shoot craving. Well, no matter -- we're about to see a trio of compacts added to the mix. The ELPH 330 HS is the company's premium model for CP+, Japan's up-and-coming digital imaging trade show, which kicks off later this week in Yokohama. The 330 is similar to the 130 IS, which we first saw at CES, boosting the focal range from 8x to 10x, with a 24mm wide-angle lens. There's also an upgraded 12.1-megapixel CMOS sensor with a Digic 5 processor, a 461k-dot 3-inch LCD and built-in WiFi. The next higher-end offering is the ELPH 115 IS, which packs specs more in line with the 130 IS, including the same 16-megapixel CCD sensor and 8x 28mm lens. There's no WiFi to speak of, however, and the display drops to a 2.7-inch 230k-dot panel. It can shoot 720p video and offers the same Eco Mode bundled with all of Canon's 2013 compacts.

Finally, for photogs on an even tighter budget, there's the PowerShot A2500. The specs are similar to the 115 IS, including a 16-megapixel CCD chip, a 2.7-inch 230k-dot display and 720p video shooting. Despite the reduced 5x 28-140mm lens, this flavor is a bit heftier, though it's a step up from most other A-series Canons. If you have the cash to spare, the $230 ELPH 330 HS is clearly the most compelling option launching this week -- it ships in March with black, pink or silver finishes. The slightly less capable 115 IS will be available in March for $170, in black, blue, pink and silver, while the A2500 will hit stores in April for $130, in black, silver and red. Catch a few more details in the PR just past the break.

DARPA's 1.8-gigapixel cam touts surveillance from 20,000 feet (video)

DNP 18gigapixel drone cam from DARPA touts surveillance from 20,000 feet

It's been three years since we first heard about DARPA's ARGUS-IS, but thanks to a PBS Nova special entitled "Rise of the Drones," we finally have more information about the 1.8-gigapixel camera that is supposedly the highest-resolution surveillance system in the world. The documentary showed video footage of the imaging system in action, though the camera itself remains shrouded in mystery for security reasons. Designed to be used with UAVs like the Predator, the ARGUS-IS (which stands for Autonomous Real-time Ground Ubiquitous Surveillance - Imaging System) can spot a six-inch object within a ten square mile radius from 20,000 feet in the air. As shown in the clip after the break, the high-res cam doesn't quite reveal facial features, but you can spot details like a bird flying around a building and the color of someone's clothes.

The video goes on to reveal that the camera's internals are actually a collection of 368 sensors that are identical to the ones found in 5-megapixel smartphones. But the ARGUS-IS wouldn't be much without the processing power of the platform behind it. We're not entirely sure how this is done, but the camera allegedly streams around 1 million terabytes (that's an exabyte, folks) of video, which adds up to roughly 5,000 hours of HD footage per day. Thankfully, there's software that helps guys on the ground filter through the mass of data. As seen in the image above, it lets them track moving objects with up to 65 simultaneous windows. The military potential here is obvious, but DARPA is keeping mum on any future implementations of the ARGUS-IS -- or if it's been in use all this time.

Self-Improvement For Stress Management

When most people think of Stress Management, what comes to mind is usually basic information that?s not particularly interesting or beneficial. But there?s a lot more to Stress Management than just the basics.

Stress is a part of life whether we like it or not. No matter how we try to get rid of it, it will always come back and haunt you every single day of your life. Stress can be expected as you go through your daily routine, or just come out into the open and surprise you.

Problems, big or small, can affect us emotionally, mentally and physically. Even if we keep smiling on the outside, stress usually troubles us from within. Leaving us in doubt, desperate, anxious, or even irritable if we let if get out of control. The best way to deal with stress is to not let it get a foot hold in your life. You should control it before it even begins to grow ? and the secret to that success depends on you.

Body self-improvement techniques

Taking care of your body is the initial step to self-improvement. We should be sensitive to what our body needs by knowing how stress affects our physical self to adapt to it. Here are some techniques that you can use to improve your body and getting stress out of your system.

1. Give your body a break. It is very important to know the limits of our body especially when it comes to dealing with stress. Some people would justify that the more our body is exposed to stress, the stronger we become ? so not true. Our body can only do so much and will deteriorate rapidly when we exceed our capacity. If you feel some aches and pains while working, then you better take some time off and relax before it turns to something serious

If you base what you do on inaccurate information, you might be unpleasantly surprised by the consequences. Make sure you get the whole Stress Management story from informed sources.

2. Relax and enjoy. To help your body relieve stress then you need to engage in some activities that will push it along the road to recovery. A massage is perfect for energizing your body while getting rid of those tight muscles that will eventually lead pain and limit your body flexibility. Pamper yourself by visiting a health at least once week; a few hours with professional hands can do wonders.

3. Exercise and sweat it out. Indulging in physical exercise is a great way to get rid of stress while keeping your body in top shape. Not many can allocate the time and effort for a physical exercise, but if you really want a stress free life then you better accommodate. Daily 1 hour exercise can do wonders to your cardiovascular functions and keep your heart in proper working order.

Self-improvement for a stress free life

The tips above borders on the physical side of releasing stress, but your mind is till vulnerable to its attacks. Physical exercise can provides an outlet for emotional problems like anxiety, fear and depression. But your mind is something else.

Before you can dispel any stress from your life, you need to improve your coping mechanism first, and it all starts in your mind. Even if we feel the physical and emotional backlash of the problems that we face, it will always start with how you think and how you devise ways in dealing with it.

Before you can apply the tips above, you have to condition your mind by focusing on the need to improve yourself in getting rid of stress.

Video: Senate passes $50 billion Sandy aid package

>>> it has been exactly three months since hurricane sandy tore up the east coast , and finally tonight, after a four-week delay, the senate gave final approval to a $50 billion aid package to help the region rebuild. this bill was delayed when the clock ran out. you'll recall at the new year on the legislative session before a vote could be scheduled, which sparked outrage on both sides of the political aisle. tens of thousands of people in new york and new jersey, for starters, are still out of their wrecked homes, or living without adequate heat in the dead of winter.

Why the Housing Industry is Important to the Economy - Building Moxie

New home building is absolutely vital in keeping the economy on the path towards recovery. How is the housing industry so closely tied to the economy? Is the economy moving in the right direction? If so, what threats can get in the way of recovery and cause an even worse recession?

Reports from the end of 2012 show sustained, high levels of builder optimism. Statistics from the National Association of Home Builders show that builder confidence has been on the rise for the last eight months and that it is higher now then it has been since 2006.

This optimism is excellent news for our country and for overseas investors who want a secure place to invest that will yield reasonable returns. While this optimism may be a great indicator of what could be, actual production is necessary in order to put money into the economy.

So where does the housing market currently stand?? At the end of 2012, the NAHB shows that the housing industry throughout the US had increased by 25%, as indicated by permits, sales and housing starts. The head economist for Freddie Mac estimates that the housing market may even improve by as much as 19% in 2013.

Lennar, the biggest home builder, cited a 42% revenue growth in the last quarter of 2012, which exceeded predictions by analysts. Toll Brothers, a luxury home builder, also made an optimistic move by acquiring two developments in Manhattan. Lastly, another home builder that is managed by Sherwood Capital announced their intention to issue an IPO of 200 million dollars, which may be one of many more to follow, says the Wall Street Journal.

Despite these good signs, the industry faced a great deal of uncertainty amidst the political turmoil surrounding the fiscal cliff debate. While it is well accepted that the new home industry deserves much of the credit for the economic recovery that has occurred, it will be a serious threat to the economy if builders are impeded in any way.

There will be continued debate as politicians make more decisions about tax cuts and budgets, but it is vital that law-makers understand just how connected the housing industry is to economic health.

The important tax breaks for the housing industry have been extended for a while longer, but lawmakers need to encourage investors and homeowners.? If they don?t then we risk losing all of the economic recovery and possibly even triggering another devastating global financial crisis.

This infographic shows just how important housing construction is to economic growth and the well being of our citizens.

*******

Construction of new homes adds jobs and increases tax revenue. So if lawmakers are serious about reducing unemployment rates and increasing tax revenue, then they have to make decisions that will boost, and not impede, the housing industry.

The National Association of Home Builders reports that ?building 100 average single family homes generates more than 300 jobs and nearly $9 million in tax revenue for state, local and federal governments that support schools and communities.?

Generally housing accounts for about 17% of the country?s GDP. So it is no surprise that the economy has struggled so much over the past 7 years, since there has not been much building at all. If the building industry could return to full force again, then it would have a powerful effect on economic growth.

When new houses are constructed, many industries get a boost, and revenue is generated for communities through local businesses and job creation.? Additionally, new homes increase the local tax revenue that can be dedicated to bettering communities.? Finally, new home construction raises property value, which will help to restore equity and thus bolster confidence and spending.? That right there is the key to full economic recovery.

Unfortunately, homeowners and investors have been deterred.? New homes bring in new residents, strengthen communities and invigorate cities.? Owning a home is also an important part of helping people move up.? Additionally, there is an important correlation between home ownership and reduced crime rates and improved academic performance.? These things are critical to a bright future.

The new housing industry is playing a key role in economic recovery, but it cannot carry the entire burden alone.? Home buyers and investors should not have to fight so hard when they are playing such a significant role in economic recovery.? Government, lenders and banks should be playing their part in the recovery rather than slowing things down.

Remember that when real estate markets are down, multi-family housing becomes more prevalent. ProtectHomeownership.com maintains that construction of the same quantity of multi-family units will result in only 33% of the job creation and revenue generation as single family homes would.

Parrots can be great pets, but make sure to read up first | Reporter ...

Dunwoody resident Marie Frank with one of her cockatiels

Dunwoody resident Marie Frank with one of her cockatiels

When you ring the doorbell at Marie Frank?s Dunwoody home, she barely cracks the door.

?Come in quickly,? she says, opening the door just enough for you to squeeze through.

Once inside, the reason for her caution is clear. Frank has three pet cockatiels that fly freely about her home.

Dixie perches on the handle of her oven, singing to his reflection in the stainless steel appliance. Lucky hops over to the table where Frank is sitting, curiously inspecting her coffee mug.

Frank said her birds are always entertaining her. But she said most people don?t know what they are getting into when they buy a parrot.

?These are the best pets,? Frank said. ?But if you don?t treat them well, they can be your worst nightmare.?

Frank is passionate about teaching people about responsible bird ownership.

A-Pets-2Frank said when she got her first gray and yellow cockatiel, Dixie, she assumed it would be happy living in its cage. ?I had a 5-year-old son who wanted a parrot,? Frank said. ?I think people think ? like I did ? that you can buy a big cage and look at him because he?s pretty.?

But she soon learned that her bird needed to spend time outside of his cage, flying and interacting with her family.

?Dixie is kind of the one who trained us on how he wanted to be treated,? Frank said. ?To treat them properly, you have to give them little or no cage time.?

Since getting her first cockatiel, Frank has rescued three more and has traveled to Arizona to volunteer with a bird rescue sanctuary.

She said there are many things people don?t know about parrots ? the family of exotic birds that includes macaws, cockatoos and Amazons.

If birds are bored or unhappy in their cage, they can be very loud and destructive, she said.

Some birds will even pick out their feathers and bite their skin with their beaks if they are confined to a cage.

?People need to know they are social creatures, they do need stimulation, they do need interaction,? Frank said.

Frank said many people give away their parrots, annoyed by the noise the birds make. There are only a few bird rescue groups around the country, and there often isn?t much space.

?The rescues are bursting at the seams. They?re so overcrowded,? Frank said.

One reason those rescues are so crowded: birds have incredibly long life spans.

Smaller parrots like cockatiels can live up to 25 years. But some larger birds, like macaws and African Grey Parrots, have a life span of up to 100 years.

Ron Johnson, owner of Feathered Friends Forever, cares for 1,400 birds at his rescue facility near Augusta.

He said birds come to the rescue from around the country for a variety of reasons. Some have owners who have died, or owners who have moved and can no longer keep them. Some people turn their birds in because they are simply tired of being bitten by the birds or hearing them chirp.

Johnson said the problem is that breeders continue to sell the birds for a large profit.

?Breeders and pet stores don?t care what people buy so long as they collect their money,? Johnson said.

Johnson said someone recently dropped off a bird that was only six months old.

?A breeder convinced this lady that this was a quiet, lovable bird,? Johnson said. ?She paid $900 for the bird, $300 for the cage, and had it 48 hours because she couldn?t stand the noise that it made.?

He said it?s important to keep in mind that parrots are wild animals. They still have natural instincts that can make them unfriendly.

?They?re in a sense ?domesticated? in that they will take food from your hand and they will talk to you,? Johnson said. ?When it?s breeding season, you have Dr. Jekyll.?

Former activist gets prison term for fraud

SAN FRANCISCO (AP) ? A former social activist convicted of defrauding a California charity backed by celebrities Danny Glover and Harry Belafonte has been sentenced to three years and four months in prison.

Hari Dillon was sentenced Tuesday in federal court in San Francisco after being convicted last year of embezzling from the Vanguard Public Foundation and defrauding its donors.

Vanguard collapsed in 2011 after losing millions of dollars in two separate scams.

Dillon could have faced more than eight years behind bars, but U.S. District Court Judge Charles Breyer ordered the lighter sentence because Dillon helped investigators uncover an even bigger scam operated by Samual "Mouli" Cohen.

Cohen was sentenced in April to 22 years in prison for operating a $30 million Ponzi scheme that victimized the foundation.

Authorities say Dillon siphoned $2.5 million from the foundation at the same time Cohen was operating his fraud.

Link found between insulin sensitivity, cells' powerhouses: Mice with mitochondrial mutation live longer, have less fat

Jan. 28, 2013 ? If findings of a new study in mice are any indication, it might be possible to fine-tune cellular powerhouses called mitochondria, tweaking one aspect to increase insulin sensitivity, reduce body and fat mass, and even extend life. Exploiting this target could one day lead to novel treatments for type 2 diabetes -- an endocrine system disease that affects 8 percent of the U.S. population. The research also points to promising new avenues of investigation in the biology of aging.

The study, reported in The FASEB Journal by authors from the School of Medicine at the UT Health Science Center San Antonio and the university's Barshop Institute for Longevity and Aging Studies, found that diminished activity of a protein complex involved in mitochondrial function was associated with healthy changes in the mice. The median life span of this strain of mice is 20 percent longer.

Paradoxical

"This is an unexpected finding because you would think that something that decreases mitochondrial function would have a damaging effect, but instead we saw an increase in life span and beneficial metabolic effects," said lead author Deepa Sathyaseelan, Ph.D., research assistant professor of cellular and structural biology in the School of Medicine.

"The most important thing we noticed is reduced body weight and decreased fat mass in the mice," Dr. Sathyaseelan said. "We found that this decreased fat mass is due to increased fat utilization."

Fat utilization

Mitochondria produce an energy source called ATP that is necessary for the functions of life, everything from breathing to thinking. Additionally the cellular powerhouses are a major site of fat utilization, said study senior author Holly Van Remmen, Ph.D., professor of cellular and structural biology. Fat is an endocrine organ that performs many functions, and having it in the correct proportions is important for the body. Too much or too little fat is harmful.

The scientists also observed that mice with the mutation, in contrast to control animals, make greater numbers of new mitochondria. This is important because cells are constantly remodeling themselves, including mitochondrial overhaul.

Age-related

Mitochondrial dysfunction occurs with age and is associated with many age-related diseases such as type 2 diabetes, heart disease and cancer. Dr. Sathyaseelan said the study "opens the door to new clues about how mitochondrial function might modulate insulin sensitivity," representing an important step for diabetes research.

Type 2 diabetes involves abnormalities with insulin, a hormone secreted by beta cells in the pancreas. Insulin helps the body store and use sugar from food, but in type 2 diabetes the body is insulin resistant, that is, it inefficiently responds to the hormone. With time the beta cells in diabetic patients start to die, resulting in less insulin to handle the demands. Levels of the hormone become progressively lower and sugar levels are increased progressively, damaging blood vessels and organs.

Understanding longevity

"I would also like to point out that these mice live longer," Dr. Van Remmen said. "For us they are very important from an aging standpoint. We want to understand how these animals can have added longevity, yet have a 60 percent reduction in a protein complex involved in mitochondrial function."

Dr. Sathyaseelan noted that life extension in association with decrease of the complex's activity is seen across species, including roundworms and flies. Shane Rea, Ph.D., assistant professor of physiology at the Barshop Institute, is one of the first to make this discovery in the worms.

The Barshop Institute team obtained the study mice from an Italian institute where studies are ongoing. Dr. Sathyaseelan recently received a two-year, $140,000 grant from the American Heart Association to understand how mitochondrial dysfunction is related to insulin sensitivity.

Health Care Exchanges To Transform Insurance Market

-- Health insurance exchanges will change the way people buy coverage and will help millions of uninsured people get a private plan. Nearly 49 million people are uninsured in the United States, but the numbers vary dramatically by state.

Exchanges will be the most visible part of President Barack Obama's health care overhaul law in everyday life. Open enrollment starts Oct. 1, less than 10 months away.

Some questions and answers on how the exchanges will work:

Q: What's a health insurance exchange?

A: "Exchange" is just another word for "marketplace." The plans sold in the new markets will start covering patients on Jan. 1, 2014. Each state will have its own exchange serving people who buy their health insurance directly, as well as a separate one for small businesses. The vast of majority of people now covered by employer plans will not see a change.

There will be three types of exchanges at the beginning: those run by states, those run by the federal government, and partnerships. Most Republican governors opposed to "Obamacare" are letting Washington run the exchanges in their states.

For consumers, the benefits should be the same no matter who runs the exchange.

Q: How will exchanges work?

A: Exchanges are supposed to have the feel of an online travel site ? think Orbitz or Expedia.

Middle-class people will be able to pick from a range of private insurance plans, and most people will be eligible for help from the government to pay their premiums.

Low-income people will be steered to safety-net programs for which they might qualify. This could be a problem in states that choose not to expand their Medicaid programs under a separate part of the health care law. In that case, many low-income residents in those states would remain uninsured.

Q: How will I know if I can get help with my health insurance premiums?

A: You'll disclose your income to the exchange at the time you apply for coverage and they'll let you know. Only legal residents of the United States can get financial assistance.

The health care law offers sliding-scale subsidies based on income for individuals and families making up to four times the federal poverty level, about $44,700 for singles, $92,200 for a family of four.

But do yourself a favor and read the fine print because the government's help gets skimpier as household income increases.

For example, a family of four headed by a 40-year-old making $35,000 will get a $10,742 tax credit toward an annual premium of $12,130. They'd have to pay $1,388, about 4 percent of their income, or about $115 a month.

A similar hypothetical family making $90,000 will get a much smaller tax credit, $3,580, meaning they'd have to pay $8,550 of the same $12,130 policy. That works out to more than 9 percent of their income, or about $710 a month.

The estimates were made using the nonpartisan Kaiser Family Foundation's online calculator. Some people will also be eligible for help with their copayments.

Final note: Though it's called a "tax credit" the government assistance goes directly to the insurer. You won't see a check.

Q: What will the benefits look like?

A: The coverage will be more comprehensive than what's now typically available in the individual health insurance market, dominated by bare-bones plans. It will be more like what an established, successful small business offers its employees. Premiums are likely to be higher for some people, but government assistance should mostly compensate for that.

All plans in the exchange will have to cover a standard set of "essential health benefits," including hospitalization, doctor visits, prescriptions, emergency room treatment, maternal and newborn care, and prevention. Insurers cannot turn away the sick or charge them more. Middle-aged and older adults can't be charged more than three times what young people pay. Insurers can impose penalties on smokers.

Because the benefits will be similar, the biggest difference among plans will be something called "actuarial value." A new term for consumers, it's the share of expected health care costs that the plan will cover.

There will be four levels of coverage, from "bronze," which will cover 60 percent of expected costs, to "platinum," which will cover 90 percent. "Silver" and "gold" are in between. Bronze plans will charge the lowest premiums, but they'll have the highest annual deductibles. Platinum plans will have the highest premiums and the lowest out-of-pocket cost sharing.

Here's a wrinkle: The government's subsidy will be tied to the premium for the second-lowest-cost plan at the silver coverage level that's available in your area. You could take it and buy a lower cost bronze plan, saving money on premiums. But you'd have to be prepared for the higher annual deductible and copayments.

How government, insurers can collaborate against flooding

By ROSEMARY ONUOHA

Last week some parts of the country witnessed the first rain of the year. Judging by the intensity of the downpour, stakeholders in the insurance sector have renewed calls for collaboration between government and the sector to mitigate losses that could arise as a result of the impending flood

The flood disaster that ravaged many parts of the country last year revealed the low level of insurance patronage in the country. Consequently, insurance operators took it upon themselves to enlighten the general public and government at all levels about the importance of insurance in disaster management. Most importantly, insurers canvassed the need for collaboration between government and the insurance sector to join forces to ensure that flood disasters don?t leave such massive devastation as experienced last year.

*File Photo: Flood victims

*File Photo: Flood victims

Despite these various enlightenment programmes, the government is yet to make any attempt to collaborate with the insurance sector.

This year, some parts of the country have witnessed the first rainfall, and from the intensity of the downpour, there is the tendency that this year?s rain is going to be heavy. Hence the question, ?What plans for prospective displaced citizens after the floods?

It will be recalled that many victims of last year flooding are still homeless as the floods carried away their homes while others lost their sources of livelihood. It is in this regard that experts have canvassed that the flooding and cases of related environmental hazards make insurance the way to go for Nigerians.

According to the President of Chartered Insurance Institute of Nigeria, CIIN, Mr. Wole Adetimehin, insurance remains an essential index for measurement of national development although lacking in its expected degree of presence in both individual and national consciousness, especially in developing countries like Nigeria.

For Managing Director of Lasaco Assurance Plc. Mr.? Olusola Ladipo-Ajayi, the service which the insurance industry renders to the economy and Nigerians is not just about making money for insurers but also preventing losses in the economy and the country at large.

Need for collaboration
According to insurance experts, there is need for collaboration between the insurance sector and government more than ever before, because Nigerians are presently exposed to all kinds of disasters both natural and man-made.

According to the Executive Vice Chairman of Industrial & General Insurance Plc. Mr. Remi Olowude, there is need for immediate introduction of flood insurance and a catastrophe fund coupled with the fact that the industry needs to collaborate with the Federal, State and Local Governments to set up a National Flood Insurance Fund Programme.

Olowude said that the scheme will provide insurance coverage against property loss from flooding, landslide, rainstorm, etc. and protect insurers from illiquidity arising from massive claims.

?It is imperative to seek government involvement in the project because the perils covered are more or less fundamental, and when they occur, the poor are usually the dominant casualties. Unfortunately, this segment of our society can least afford the cost of conventional insurance,? Olowude said.

According to Olowude, the frequency, intensity and spread of these disasters have placed an enormous responsibility on insurers to create special pools that will not only cover certain fundamental risks of oil spillage, transportation, tanker explosions, etc., but will also address the phenomenon of climate change and the associated tragedies caused by flood, landslide, earthquake and vagaries of weather.

However, Managing Director of Linkage Assurance Plc. Mr. Gus Wiggle said the attitude of the public of waiting on government to carry all risk that emanates from flooding while not making any effort of their own to safeguard their lives and property against peril is wrong. He said, ?You know our character towards insurance in Nigeria, we are not proactive enough in wading off disasters because we don?t have the insurance culture and this has been to the detriment of Nigerians.?

Adetimehin on his part said that these environmental hazards are of great concern to insurers as they constitute threats to the insured and potential insured.

Ladipo-Ajayi however added that most Nigerians are averse to insurance because they don?t see any value in insurance; however, if some of the property destroyed by flood last year had been covered under any household policies, their owners would have received adequate compensation from the insurance industry.

The way forward
Last year?s floods no doubt left massive devastation in its wake; however, with insurance the level of loss and destruction can be greatly minimized. To this end therefore, the general [public must deem it fit to embrace insurance in order to adapt and mitigate risks associated with flood and other natural disasters, experts have cautioned.

Lead Strategist Medialogistix Limited, Dotun Adekanmbi, said insurance remains one of the best ways to adapt and mitigate risks.

Managing Director of Consolidated Hallmark Insurance Plc. Mr. Eddie Efekoha said that there is no gainsaying the obvious that the country is threatened by these events, adding, ?We have had this flooding incident and there were a lot of temporary camps for many of our brothers, sisters and friends in affected areas, and this is a major challenge for government and the insurance sector.?

It's time to howl at the Full Wolf Moon

NASA

Up-close exploration of the moon, Earth's only natural satellite, began in 1959 and hasn't stopped. Take a look at scenes from 50 years of moon exploration.

By Joe Rao, Space.com

The first full moon of 2013 will light up the night sky on Saturday night, but did you know it's a full moon of many names?

Full moon names date back to the Native American tribes of a few hundred years ago, who lived in what is now the northern and eastern United States. Those tribes kept track of the seasons by giving distinctive names to each recurring full moon. Their names were applied to the entire month in which each occurred.

There were some variations in the moon names, but in general, the same ones were used throughout the Algonquin tribes from New England on west to Lake Superior. European settlers followed their own customs and created some of their own names. Since the lunar (or "synodic") month is roughly 29.5 days in length on average, the dates of the full moon shift from year to year.

Here is a listing of all of the full moon names, as well as the dates and times for 2013. Unless otherwise noted, all times are for the Eastern time zone:

Jan. 26, 11:38 p.m. ET ?Full Wolf Moon: Amid the zero cold and deep snows of midwinter, the wolf packs howled hungrily outside Indian villages.? It was also known as the Old Moon or the Moon after Yule.? In some tribes this was the Full Snow Moon; most applied that name to the next moon. [Full Moon: Why Does It Happen? (Video)]

Feb. 25, 3:26 p.m. ET ?Full Snow Moon: Usually the heaviest snows fall in this month. Hunting becomes very difficult, and hence, to some tribes this was the Full Hunger Moon.?

March 27, 5:27 a.m. ET ?Full Worm Moon: In this month the ground softens and the earthworm casts reappear, inviting the return of the robins. The more northern tribes knew this as the Full Crow Moon, when the cawing of crows signals the end of winter, or the Full Crust Moon, because the snow cover becomes crusted from thawing by day and freezing at night. The Full Sap Moon, marking the time of tapping maple trees, is another variation. [Phases of the Moon in 2013: A Lunar Calendar]

In 2013, this is also the Paschal Full Moon?? the first full moon of the spring season. The first Sunday following the paschal moon is Easter Sunday, which indeed will be observed four days later on Sunday, March 31.

April 25, 3:57 p.m. ET ??Full Pink Moon: The grass pink or wild phlox is one of the earliest widespread flowers of the spring. Other names were the Full Sprouting Grass Moon, the Egg Moon and ? among coastal tribes ? the Full Fish Moon, when the shad come upstream to spawn. The moon will also undergo a very slight partial lunar eclipse, which will be visible from the Eastern Hemisphere, but not from North America. At its peak, less than 1.5 percent of the moon's diameter will be immersed in Earth?s umbral shadow; a very underwhelming event, to say the least.

May 25, 12:25 a.m. ET ??Full Flower Moon: Flowers are now abundant everywhere. It was also known as the Full Corn Planting Moon or the Milk Moon. The moon will also undergo a penumbral lunar eclipse, but the passage of the moon's disk into Earth's shadow will result in one of the slightest eclipses of all, administering a mere touch of penumbral shadow at the northernmost part of the lunar limb.

June 23, 7:32 a.m. ET ??Full Strawberry Moon: Strawberry-picking season peaks during this month.? Europeans called this the Rose Moon. The moon will also arrive at perigee only 32 minutes earlier, at 7 a.m. ET at a distance of 221,824 miles (356,991 kilometers) from Earth. So this is the biggest full moon of 2013. Very high ocean tides can be expected during the next two or three days, thanks to the coincidence of perigee with the full moon.?

July 22, 2:16 p.m. ET??Full Buck Moon: Named for when the new antlers of buck deer push out from their foreheads in coatings of velvety fur. It was also often called the Full Thunder Moon, thunderstorms now being most frequent. Sometimes it's also called the Full Hay Moon.

Aug. 20, 9:45 p.m. ET ??Full Sturgeon Moon: This large fish of the Great Lakes and other major bodies of water like Lake Champlain is most readily caught at this time. A few tribes knew it as the Full Red Moon, because when the moon rises it looks reddish through a sultry haze. It was also known as the Green Corn Moon or Grain Moon.

Sept. 19, 7:13 a.m. ET ??Full Harvest Moon: Traditionally, this designation goes to the full moon that occurs closest to the autumnal (fall) equinox. The Harvest Moon usually comes in September, but (on average) once or twice a decade it will fall in early October.? At the peak of the harvest, farmers can work into the night by the light of this moon.?

Usually the moon rises an average of 50 minutes later each night, but for the few nights around the Harvest Moon, the moon seems to rise at nearly the same time each night: just 25 to 30 minutes later across the U.S., and only 10 to 20 minutes later for much of Canada and Europe. Corn, pumpkins, squash, beans and wild rice ? the chief Indian staples ? are now ready for gathering.

Oct. 18, 7:38 p.m. ET ??Full Hunters' Moon: With the leaves falling and the deer fattened, it's now time to hunt.? Since the fields have been reaped, hunters can ride over the stubble, and can more easily see the fox, as well as other animals, which can be caught for a Thanksgiving banquet after the harvest.?

A penumbral lunar eclipse will also take place. Perhaps for some minutes centered on the time of greatest eclipse (7:50 p.m. ET) the penumbra might be marginally detectable over the moon?s southernmost limb, for at that moment the penumbral magnitude will reach 76.5 percent.? Those living across the eastern half of North America might see some evidence of this faint penumbral shading soon after local moonrise.

Nov. 17, 10:16 a.m. ET ?Full Beaver Moon: At this point of the year, it's time to set beaver traps before the swamps freeze to ensure a supply of warm winter furs. Another interpretation suggests that the name Beaver Full Moon came from the fact that the beavers are now active in their preparation for winter. It's also called the Frosty Moon.

Dec. 17, 4:28 a.m. ET ??Full Cold Moon: On occasion, this moon was also called the Moon Before Yule. December is also the month the winter cold fastens its grip. Sometimes this moon is referred to as the Full Long Nights Moon, and the term "Long Night" Moon is a very appropriate name because the nights are now indeed long and the moon is above the horizon a long time. This particular full moon makes its highest arc across the night sky because it's diametrically opposite to the low sun.?

(AP) ? Flames raced through a crowded nightclub in southern Brazil early Sunday, killing more than 230 people as panicked partygoers gasped for breath in the smoke-filled air while stampeding toward a single exit partially blocked by those already dead. It appeared to be the world's deadliest nightclub fire in more than a decade.

Witnesses said a flare or firework lit by band members may have started the blaze.

Television images showed smoke pouring out of the Kiss nightclub as shirtless young men who had attended a university party joined firefighters using axes and sledgehammers to pound at windows and walls to free those trapped inside.

Guido Pedroso Melo, commander of the city's fire department, told the O Globo newspaper that firefighters had a hard time getting inside the club because "there was a barrier of bodies blocking the entrance."

Teenagers sprinted from the scene desperately seeking help. Others carried injured and burned friends away in their arms.

"There was so much smoke and fire, it was complete panic, and it took a long time for people to get out, there were so many dead," survivor Luana Santos Silva told the Globo TV network.

The fire spread so fast inside the packed club that firefighters and ambulances could do little to stop it, Silva said.

Another survivor, Michele Pereira, told the Folha de S. Paulo newspaper that she was near the stage when members of the band lit flares that started the conflagration.

"The band that was onstage began to use flares and, suddenly, they stopped the show and pointed them upward," she said. "At that point, the ceiling caught fire. It was really weak, but in a matter of seconds it spread."

Police Maj. Cleberson Braida Bastianello said by telephone that officials counted 232 bodies that had been brought for identification to a gymnasium in Santa Maria, a major university city with about 250,000 residents at the southern tip of Brazil, near the borders with Argentina and Uruguay.

An earlier count put the number of dead at 245. Another 117 people were being treated at hospitals, he said.

Brazil President Dilma Roussef arrived to visit the injured after cutting short her trip to a Latin American-European summit in Chile.

"It is a tragedy for all of us," Roussef said.

Most of the dead apparently suffocated, according to Dr. Paulo Afonso Beltrame, a professor at the medical school of the Federal University of Santa Maria who went to the city's Caridade Hospital to help victims.

Beltrame said he was told the club had been filled far beyond its capacity during a party for students at the university's agronomy department.

Survivors, police and firefighters gave the same account of a band member setting the ceiling's soundproofing ablaze, he said.

"Large amounts of toxic smoke quickly filled the room, and I would say that at least 90 percent of the victims died of asphyxiation," Beltrame told The Associated Press by telephone.

"The toxic smoke made people lose their sense of direction so they were unable to find their way to the exit. At least 50 bodies were found inside a bathroom. Apparently they confused the bathroom door with the exit door."

In the hospital, the doctor "saw desperate friends and relatives walking and running down the corridors looking for information," he said, calling it "one of the saddest scenes I have ever witnessed."

Rodrigo Moura, identified by the newspaper Diario de Santa Maria as a security guard at the club, said it was at its maximum capacity of between 1,000 and 2,000, and partygoers were pushing and shoving to escape.

The event featured a group called Gurizada Fandangueira, which plays a driving mixture of local Brazilian country music styles. It was not immediately clear if the band members were among the victims.

Santa Maria Mayor Cezar Schirmer declared a 30-day mourning period, and Tarso Genro, the governor of the southern state of Rio Grande do Sul, said that all possible action was being taken.

"Sad Sunday" Genro tweeted. He planned to be in the city later in the day.

The blaze was the deadliest in Brazil since at least 1961, when a fire that swept through a circus killed 503 people in Niteroi, Rio de Janeiro.

Sunday's fire also appeared to be the worst at a nightclub since December 2000, when a welding accident reportedly set off a fire at a club in Luoyang, China, killing 309.

In 2004, at least 194 people died in a fire at an overcrowded nightclub in Buenos Aires, Argentina. Seven members of a band were sentenced to prison for starting the flames.

Several years later, in December 2009, a blaze at the Lame Horse nightclub in Perm, Russia, killed 152 people after an indoor fireworks display ignited a plastic ceiling decorated with branches.

Similar circumstances led to a 2003 nightclub fire that killed 100 people in the United States. Pyrotechnics used as a stage prop by the 1980s rock band Great White set ablaze cheap soundproofing foam on the walls and ceiling of a Rhode Island music venue.
