Archaeology Challenges the History of Development and Poverty in Africa [Excerpt]

The challenges of poverty in rural Ghana are tied to a long and rich history of economic development and globalization, archaeology and oral history reveals

Editor's Note: The following is an excerpt from Edward R. Carr's Delivering Development: Globalization's Shoreline and the Road to a Sustainable Future.

When we hit what we thought was another trash pit in the Ghanaian village of Dominase, we had seen so many of these that we did not expect anything terribly interesting. A quick glance at the first artifacts out of the pit confirmed a late 1800s fill date, much like all the other trash pits we found. This sort of find had become so routine that I left my field assistant Francis Quayson to supervise its excavation and went to oversee other crew members in another part of the site.

Things changed rapidly when Francis called a halt to his group's digging and came to me with a long bone he could not identify. We routinely found goat and sheep bones in these trash pits, and even found one cow bone, which was surprising, as beef is expensive and cattle are not raised in or around these villages. However, this bone was different. I was reluctant to identify it as human, because the Fante people of central Ghana treat their dead with some reverence and usually bury them at least six feet underground, or as deep as they can go until they hit bedrock. After closing that excavation area for the day, I took the bone to the Cape Coast compound where the larger Syracuse University archaeological team was based, and found our physical anthropologist, Joe Johnson. I showed him the bone and said, "Please tell me this isn't people." Joe looked at the bone for a few seconds and then stated, "Oh, that's people."

The next week of my life was dedicated to clearing the trash pit out to find the rest of the body. As it turned out, at the bottom of the pit there was a nearly complete skeleton lying on its side in a slightly flexed position typical of burials in this area. There was no sign of a coffin, suggesting burial in a shroud. The acidic clay soil had taken a serious toll on the bones. The smallest and most spongy bone materials had long since dissolved, but the long bones, ribs, and other significant bones were intact. All that was missing was the head. I believe it was accidentally broken up and removed by the person who dug the pit in the late 1800s, unaware of the burial below.

There is something very intimate about sitting in a grave with a skeleton, gently brushing soil off bones, beads, and other burial goods. The bones told us that this was a young man, probably around 19 or 20 years old at the time of his death. They did not provide any clues to the cause of his death. However, the grave goods associated with this young man told us a great deal about the connections between the people of this village and the larger world in the earliest days of the settlement. The materials in the grave all date to around 1825?the burial is the earliest evidence of occupation we have for this village. Buried with the man were beads from Venice and Bohemia (today the western part of the Czech Republic), a Dutch clay smoking pipe, and British sheet brass that had been hammered by an Akan craftsman into a vessel called a forowa, used to hold personal items. The markers of status and respect accorded this young man in his burial were global goods from various parts of Europe. This burial alone makes it clear just how integrated the people of this village were into the global economy, even in the earliest days of Dominase's settlement. These goods were common enough, and had been around for long enough, to be incorporated into their lifeways such that they made sense as burial goods. This burial leaves little doubt that those who settled these villages were at least partially motivated by accessing this global trade, as well as integrating into the regional political economy.

Dominase and Ponkrum were not settled at random in the coastal hinterland of Elmina in Ghana. Instead the first residents set up alongside a road that the historian and archaeologist Gerard Chouin has identified as Asante Road #7. This road linked Elmina, the principal trading post in the area, to the powerful Asante kingdom inland. In the early 1800s slaves, gold, and various materials passed down this road from Asante to Elmina and the waiting ships of the Dutch, who controlled the trade around Elmina at that time. A tremendous variety of materials returned to Asante by this same route. By settling along this road, the founders of Dominase and Ponkrum positioned themselves to obtain trade goods in exchange for their crops along a reliable route to the markets at Elmina. These settlements are therefore creations of the interaction of a globalizing economy with this part of the world. In fact, places we often characterize as lacking, or needing, development are often better understood as the outcomes of development and globalization in the past.

Denver Community College program helps male students help themselves

Ryan Ross says he works "in dreams and visions." But when the dean of students and retention along with other officials at the Community College of Denver were considering creating a program to help male students navigate collegiate life, he knew there were no guarantees of success.

"For some, there's the pride factor, them saying, 'I'm a man, I take care of my own and I'm not gonna ask anybody for help," Ross said. "We have men here who are in dire situations. Maybe they're homeless; maybe they're not eating. We have a food bank but they won't go because they don't want to show weakness.

"They'll say, ' I'm on the campus, but I don't want a pity party.' "

In those cases, Ross continues, the challenge is to help students realize that it's OK to ask for help, whether it's for something as big as something to eat or as seemingly minor as buying the right textbook for class. And for the last few months, one of Ross' flights of fancy, CCD's Urban Male Initiative, has done just that.

The program, which was launched in March, has already started making inroads in helping students deal with life on campus and in areas like professional development. Presently, part of the school's academic advising center, the initiative has been so well received that officials now believe much greater success lies ahead.

"We won't fail," said Leslie McClellon, CCD's vice president of student development. "Within a couple of years, it will be a department of its own."

At any level, college can be a daunting experience. That's especially true in the community college system, where the vast majority of students commute, many of them taking classes while trying to manage jobs and families.

When those pressures become too much, it's often school that suffers, particularly for men. At CCD, for example, fewer than 40 percent of the students are men, and according to McClellon, each year between 33 and 50 percent of them leave.

"That's why this is so important ? we don't want to lose our men," she said. "A lot of them will say there are too many obstacles, too much going on."

And so, even when men are on campus, they often are looking to get off.

"I used to come here for classes and go straight home," said Clenton Tunson, Jr. of Denver, a student at the school. "I never saw what was available. I was doing myself a disservice."

One day this spring, Tunson stuck around long enough for a scholarship meeting that was cancelled. But before he could bolt, someone told him to check out another event ? an Urban Male Initiative meeting.

"It was 2 o'clock on a Friday. I was skeptical," Tunson said. "I didn't know what they were going to ask of me, but I walked in and I haven't left since."

A father of three, Tunson enrolled in school after he was laid off from his job at a mechanical engineering design firm. For a time, he thought it might be better for him to work and let his wife continue school. But his lack of a degree was holding him back from even getting interviewed for jobs, he said. And he also realized that preaching the value of education to his children would ring hollow if he wasn't walking the talk himself.

"Men will drop out and get a job to support their family. But they don't realize it takes both (him and his wife) to finish and get the degree to help them achieve the life that they want," McClellon said. "This program is a way to wrap our arms around them and say, 'This is for you. Let us help you get through the hard times and get to that end result.' "

Typical of those efforts is the two-week summer bridge program Urban Male Initiative is offering to its students next month. The first week will be spent on academics ? "How do you study?" Ross said. "When you pick up a book, how do you read it?"

In the second week, the participants will work on their leadership skills, with part of the curriculum listening to real-life stories from members of the Denver community.

"We don't want the fluff leadership speech ? we want to know, how did you fail and how did you get up?" Ross said. "We want to really give the students that push, to say I have to keep going because here's somebody who's a role model and they've had pitfalls and they were able to get up."

Even in Ross' perfect world, there will still be stumbles. But those who fall won't have to worry about scrambling back to their feet alone.

"When it's graduation day," he said, "We'll walk across the stage together ? all of us, not just some of us."

US heat Wave: Three-digit temperatures recorded across Midwest

US heat wave: Record-breaking temperatures have closed schools and sent people seeking refuge ... at the zoo

By Kevin Murphy,?Reuters / June 29, 2012

As temperatures soar with heat indexes in the 100 degree plus range in the New Orleans Metro area, children and adults find the will to chill by taking in the Cool Zoo water park area at the Audubon Zoo in New Orleans, Wednesday, June 27, 2012.

Temperatures soared?across?the Midwest on Thursday, reaching a blistering 108 degrees Fahrenheit (42 Celsius) in?St. Louis, and possibly causing two deaths in?KansasCity,?Missouri, as a massive?heat?wave pressed eastward from the Rockies.

In?Kansas?City, where the temperature rose to 105 (40 C), the city health department said two deaths were being investigated to determine if they were?heat-related.

A massive high-pressure system over the Midwest caused triple-digit temperatures in?Chicago?and several other cities. The oppressive?heat?is expected to linger for several days.

The searing?heat?presented a challenge for the?St. Louis?Zoo, which provided misting machines, large fans and cooling stations for visitors and took steps to cool down the animals.

"When it gets hot like this, we like to take a bone and freeze it into a big block of ice then throw it into a pool where the big cats can play with it," said?Jack Grisham, who heads the zoo's animal collection. "We'll freeze bananas and oranges and throw them to the primates as well."

Hill City,?Kansas, which has been the hottest spot in the nation for five days, reached 108 (42 C) Thursday afternoon, the?National Weather Service?said. The thermometer hit 115 (46 C) on Wednesday in the?northwest Kansas?farm community.

"It feels like you have a big old furnace blowing in your face," said?Rayson Brachtenbach, a technician at Elliott Plumbing, Heating, Air Conditioning and Electric in Hill City.

Brachtenbach said the hot weather kept the company busy repairing air conditioning systems.

A city in the Midwest having the nation's high temperature for five days in a row is very unusual, said?Chris Foltz, a weather service meteorologist in?Goodland,?Kansas.

"It's what you expect in the desert of?Nevada?or?California," Foltz said.

Sustained heat

Drought conditions have contributed to the early and sustained?heat?this summer, said?Alex Sosnowski, expert senior meteorologist at AccuWeather.com.

"A lot of these places haven't had a lot of rain, and dry soil contributes to?heat," Sosnowski said, when asked why the high temperatures are being seen so early in the summer. "The sun's energy doesn't go into evaporating moisture, so it heats the ground and that heats the air. It takes a really big rainfall event to bust a drought like this."

Though scattered thunderstorms are expected to dial down the?heat?in the Midwest on Friday, Sosnowski does not see anything that would make much of an impact in dry areas.

The weather conditions have contributed to?Colorado?wildfires that have destroyed hundreds of homes. The?heat?and drought conditions also are damaging crops. U.S. corn prices have soared 17 percent this month as the hot dry weather persists in the main growing area of the Midwest.

Farther to the east, it was 102 (39 C)in?Cincinnati?and 103 (39 C) in?Nashville,?Tennessee.

"It's when you stop sweating and you get goose bumps that you worry," said?Sean Lachendro, one of a trio installing fiber-optic line for?T-Mobile?along a south?Nashville?roadside.

In?Chicago, the high temperature reached 100 degrees (38 C) for the first time in seven years. Summer school was closed Thursday for 10?Chicago?public schools without air conditioning.

In?Indiana, burn bans are in effect in 74 of 92 counties, and 45 counties have restrictions on shooting off fireworks.

With temperatures soaring, officials from?Kansas?to the?Carolinas?asked residents to take steps to stay cool and check on friends and neighbors. In Birmingham,?Alabama, police were checking on the sick and elderly.

"We want to ensure our citizens remain safe during the excessive?heat?outbreak,"?Birmingham PoliceChief A.C. Roper said. (Reporting by Mary Wisniewski, Kevin Murphy, Bruce Olson, Tim Ghianni, Christine Stebbins, Keith Coffman, and Susan Guyett; Editing by David Bailey and Stacey Joyce)

Google Nexus 10 Tablet Supposedly in the Making as Well

It appears that Google has been preparing not only the 7 inch Nexus tablet that it unveiled on Wednesday, but also a 10 incher, according to the usual sources quoted by Digitimes. ?Touch panel manufacturers? are at the centre of this rumor, according to people in the know.

Google Nexus 7 already looks like a hit and a Nexus 10, with reasonable price and better specs would also conquer the market and be a real iPad rival. The Nexus 7 is a smaller alternative to the bigger tablet, but there are some people out there who really like the bit 9.7 inch or 10.1 inch screens on slates. Some will maybe buy the 13 inch Toshiba tablet? So that?s why Google is actually planning a bigger diagonal model and will get its touch panels from AU Optronics and Wintek for the Nexus 10.

Wintek is also considered a supplier for the Nexus 7 as well and it?s supposed to have already shipped 500,000 touch panels for the Jelly Bean slate in June. Also, Wintek is a very solid ASUS partner, having supplied them with over 1 million touch panels in the May ? July time frame and as you know ASUS is the company that makes the Nexus 7. TPK Holding is another company expected to jump in with some panels, so something big?s cooking. How does a $300 quad core 10 inch LTE tablet sound?

Strong quake jolts western China; at least 17 hurt

(AP) ? A strong earthquake jolted China's far-western frontier early Saturday, shaking buildings and cutting off electricity in the remote mountainous area and injuring at least 17 people.

The U.S. Geological Survey measured the quake, which hit China's Xinjiang region, at magnitude-6.3, while China's Earthquake Networks Center put it at 6.6.

The Xinjiang regional government reported no deaths but said 17 people were injured. China's state-run Xinhua News Agency said most of the victims were tourists.

Residents near the epicenter were shaken out of bed in pre-dawn darkness and some households lost electricity, Xinhua reported. The quake toppled several buildings 300 kilometers (186 miles) to the west in the regional capital, Urumqi, Xinhua said, adding that

rescuers had been dispatched to the sparsely populated area to search for casualties.

An official from the Xinjiang Earthquake Bureau said the quake was "strongly felt" in Urumqi. The man, who gave only his surname, Jian, said Urumqi residents rushed into the streets when the quake hit but returned home after 6 a.m.

Rabbis Work Out Truce Between Missing Florida Millionaire's Mom, Wife

Missing Florida millionaire Guma Aguiar's mother Ellen Aguiar (L) and wife Jamie Aguiar (R). ABC News(FORT LAUDERDALE, Fla.) -- Two rabbis helped facilitate a truce between missing millionaire Guma Aguiar's feuding mother and wife, who took their $100 million battle to a Florida courtroom on Thursday.

Aguiar, 35, vanished last Wednesday; his 31-foot fishing boat washed up on a Fort Lauderdale beach with the engine running and lights on, but with no sign of its Brazilian-born owner.

In the days following Aguiar's disappearance, his wife, Jamie, and mother, Ellen, filed five legal documents fighting for control of his assets, valued at over $100 million.? Aguiar has actively supported Jewish charitable organizations.

While Aguiar's wife wanted control, his mother was fighting for control to be handed over to a third party -- Northern Trust, a wealth management company selected by Aguiar to take care of his assets should anything ever happen to him.

A court hearing to appoint conservatorship was expected Thursday evening.? But earlier on Thursday, two rabbis and a congregant, who made up a committee formed by Aguiar as a group of advisors, kicked into place a legal mechanism that gave Northern Trust control of the assets.? The court agreed to it.

"Without putting out one shred of evidence, what my client wanted happened serendipitously," Ellen Aguiar's attorney, Richard Baron, told ABC News after the hearing.

A representative for Northern Trust could not accept control immediately, saying the company's lawyers had to approve the move first.? The parties will be back in court on Tuesday for Northern Trust's decision.

If Northern Trust accepts, it will have control of all of Aguiar's U.S. assets, valued at more than $50 million.? But control of his millions in Israeli assets is still up for grabs; the Florida court did not have control over international assets.

For now, both parties agreed to the truce.

(AP) ? A new exhibition at Buckingham Palace shows that diamonds are a queen's best friend.

More than 10,000 of the gems are going on display in a celebration of jewelry owned by British monarchs over three centuries.

The exhibition includes a coronation necklace and other gems worn by Queen Elizabeth II as well as items from the royal collection, including the miniature crown adorned with 1,187 diamonds worn by Queen Victoria for her 1897 Diamond Jubilee.

Curator Caroline de Guitaut said Friday that the jewels "show us how monarchs have deployed diamonds to give an aura of magnificence" and underscore Britain's wealth and power.

The display runs Saturday to July 8 and July 31 to Oct. 7 as part of Diamond Jubilee celebrations of the queen's 60 years on the throne.

Tyler Zeller Drafted By Mavericks, Traded To Cavaliers At 2012 NBA Draft

INDEPENDENCE, Ohio (AP) ? The Cleveland Cavaliers have acquired the rights to center Tyler Zeller from the Dallas Mavericks for the Nos. 24, 33 and 34 picks in the NBA draft.

The Mavericks selected the 7-foot Zeller from North Carolina with the 17th overall pick before shipping him to the Cavs. The deal must still be approved by the league before it's official.

Zeller averaged 16.3 points, 9.6 rebounds and 1.5 blocks a game last season as a senior for the Tar Heels. He was the fourth North Carolina player selected in the first 17 picks on Thursday night.

The Cavs were desperate for some size up front, and needed someone to play in the middle after Anderson Varejao struggled guarding bigger players last season.

Just how much Entertaining Are you currently As a Home-Based ...

Description

Is not it incredible how when one thing is off kilter, a series of events or circumstances arise that shines a huge bright light on the scenario

The matter requiring focus is revealed one particular way or yet another whether or not you need it to become or not.

If you are a coach, this might ring accurate extra so for you. I do not know how a lot of times I?ve carried out a session with a client only to realize that I am in as a lot have to have of directing my consideration for the really identical concern they?re working on.

In recent weeks, I?ve allowed myself to grow to be consumed by small business activities even though fitness, family members and entertaining have taken a back seat.

Sometimes you should burn a little bit extra fuel to get the rocket off the ground, but there comes a time if you must let up on the power boosters and let the momentum you?ve made propel the ship.

In case you continue to run the ship at full power, the fuel provide will speedily disappear and you may not make it for your intended destination.

Fortunately, a series of events have expected that I spend focus for the imbalance I created. First, I was asked to write an post on how you can construct fun and balance into a home-based organization although remaining productive.

Second, I paid an impromptu pay a visit to towards the library and picked up Jay Conrad Levinson?s, The Method of The Guerilla, an excellent expos? on the motivations of today?s entrepreneur along with the vital significance of balance, family, wellness and relationships.

I had no thought what this book was about till I started reading it, even so, it was specifically what I necessary in the time.

Third, I had a coaching session with a client in which we focused our focus on an extensive project which will involve a large group of people today and require particular structures, processes, responsibilities plus a compelling vision that will be embraced by every member in the team.

Focusing on the schematics of a project is usually the straightforward component. It really is giving our self top priority all through the approach that poses the greatest challenge.

As we wrapped up the session I stressed the importance of taking care of ?self? to my client and in the exact same time, I realized the message applied to me also.

As you go by means of your day and perform your plan, bear in mind these words I shared with my client ?

?Your physique as well as your mind are the automobiles that could permit you to carry out your dream. Give them top rated priority since devoid of them, every thing else is dust.?

I essentially posted these words on my pc screen as an everyday reminder to myself. If this is what you must do to serve as an every day reminder on the significance of taking care of oneself initially, I encourage you to perform the identical.

RSS Technology can be Employed on Gaming Sites, For Statistical ...

Not a single RSS feeds for gaming fact was left to chance. Kenner Alcott made sure to pursue all leads provided by the bureau, and used the powers that be to push forward a number of new RSS feeds for gaming theories and ideas. Among these ideas was the creation of several sub sections of thought branching out from the most basic of theories, developed by the late Prof. Addams Splain from Moutray Robenson College and Academy. Fellow authors joined Klas Taccone in support of the ground-breaking work by Otukolo Fransen, and believed that proving the origins of basic RSS feeds for gaming ideas would help the academic community at-large move forward. ?The origins of RSS feeds for gaming bewilder most people,? said Goutremout Buell, collector and analyst, ?but not me?And, with the work of Collison Konye to guide us forward, I think things will become a lot cleared in the RSS feeds for gaming community.? Furthermore, Newbery Schanbacher and Swaney Majersky, who have partnered before to work on RSS feeds for gaming issues, seemd split on the issues at hand and did not give allegiance to neither the splinter faction or main group. ?I?ll speak for both of us on this one,? replied Swaney Majersky, ?I agree that facts must be checked and analysis must be scrutinized, but at the same time I do trust the work of the Ireland Posner LLC group that has slaved away for nearly a decade now developing cornerstone theories in modern RSS feeds for gaming thinking.? Other reporters took to the streets to get the commoners? point of view on the subject. People seemed torn between practical RSS feeds for gaming dissemination of modern ideas, and the more ideological point of view that no matter what the circumstances, things can always be better. One passerby, Teto Poorte from the Brender Soliman Corporation and Trust, stated ?I firmly believe that moving forward, we must keep an optimistic view point and liberal stance in these RSS feeds for gaming matters. If we lean back too much and stay conservative, we?re going to remain in the dark ages forever, and will not be able to continue to modernize our views. I follow the comments of Lyda Hoeg and Vee Hoe from the second panel.? The day was full of great RSS feeds for gaming thinkers and authors who all shared nothing but the most positive of views about the topic at hand. There were, however, a few detractors in the group, who organized a small conference of their own in the adjacent Hereda Rappley Memorial Library. Modafferi Oden, leader of the oppositional faction, stated, ?I have nothing but respect for the work of Wilmer Tripplett in the RSS feeds for gaming field, BUT, we must proceed with caution and consider all ideas on the table. If we blindly accept the work of a few thinkers without questioning the validity of their thought, we are all wasting our time.? ?Stunning - I am without words!? exclaimed Nol Sacre, thought to be Canada?s leading RSS feeds for gaming authority, ?The research from the Mcconkey Furlan INC. group is ground breaking, but at the same time, solidifies a number of ideas that have been prolierated in the RSS feeds for gaming community now for years. I for one am going to purchase the book, attend the seminar, and join in every conference discussion I can.? Today?s RSS feeds for gaming reports have been years in the making. In June of 1984, Marion Gerling, of the Janda Ellwood LLC group started the first survey and general data collection studies. Immediately following these efforts, further research and analysis was promulgated by Prof. Limehouse Bueter, a retired teacher from Colledge Schembra University. Two more days are remaining in the RSS feeds for gaming conference, which will wrap up just before the week is out. The keynote speaker, Haroldsen Husselbee of Mailander Lundvall Life and Corp., will speak this afternoon on a number of related topics before taking general questions and comments from the audience. After Mailander Lundvall finishes, there will be several break-out panels that will feature the view points of many authorities in the RSS feeds for gaming field. Speakers will rotate among groups so that all view pionts can be heard. Grimsley Heinly, perhaps the foremost authority on RSS feeds for gaming studies, was proud to release a well written documentary essay about the origins of RSS feeds for gaming in modern society and literature.

Ruling could leave the poorest at greatest risk

Former Medicaid and Medicare director Donald Berwick says few states were likely to reject the Medicaid funds despite the court's decision.

By M. Alex Johnson, msnbc.com

Updated at 7:04 p.m. ET: Now that the Supreme Court has upheld President Barack Obama's health care initiative, will Congress have to rewrite it from scratch?

It's not a paradoxical question. The court signed off on nearly all of the Patient Protection and Affordable Care Act, but it struck down one provision, and in doing so ? whether it knew it or not ? it may have put the poorest Americans at the greatest risk of being left without any health insurance.

Chief Justice John Roberts said as part of the 5-4 decision that states can't be penalized for refusing to join the law's expansion of Medicaid eligibility. Health law experts said that had the practical effect of flipping an all but mandatory program into one a state can choose not to join.

Here's the problem: The ACA creates state health insurance "exchanges," providing tax credits to eligible residents to buy affordable, state-certified health insurance. But the poorest Americans aren't in that eligible pool, because the law assumes they'll be covered by the expansion of Medicaid, which is no longer a given.?

In states that reject the expansion, poor residents could be left without either form of coverage ? as many as 15 million if all 50 states opt out, a circumstance that former Medicaid director Donald Berwick said was highly unlikely.

The White House didn't address the issue in a long Q&A it issued on the court's decision. The statement touted every provision of the act but one: Medicaid expansion.

Medicaid currently covers only some low-income people, primarily parents with children, pregnant women, people with severe disabilities and senior citizens. Adults without disabilities or children, in other words, aren't generally covered. That's the group the Medicaid expansion was supposed to help the most.

Supreme Court upholds health care mandate

Obama calls ruling victory for US; Romney vows to repeal

After the ruling: Lots left to do on health reform

Full ruling from the court

If their states opt out, young working adults below the poverty line could be in a Catch-22, because "they may not get Medicaid, and they may not be eligible to purchase insurance through the exchange," said Christina S. Ho of the Rutgers University School of Law, who was a member of President Bill Clinton's Domestic Policy Council.?

It works this way:

The insurance tax credits are targeted at people with incomes between 100 percent and 400 percent of the poverty line as determined by the U.S. Census Bureau. Congress sought to compel the states to cover everyone under the line through Medicaid.

The federal government promised to fully cover all expenses for the expanded coverage before eventually pulling back to cover 90 percent after a few years. The states would have to pick up the extra 10 percent eventually.

States aren't required to take part, but if they don't, the law as enacted would have turned off the flow of all Medicaid funding from Washington.?

That enforcement mechanism is what the court invalidated Thursday, meaning there's no penalty for a state that says, "Thanks, but no thanks."

Twitter reactions to the ruling

Because states haven't had time to consider yet whether they will opt in or out. it's difficult to say how many people could be affected.?

But about half of the nearly 50 million uninsured Americans have incomes below the new eligibility thresholds, according to the latest report, in October, from the Kaiser Commission on Medicaid and the Uninsured. And about 6 in 10 of them are adults without dependent children ? the primary beneficiaries of the program's expansion.

If you do the math, roughly 15 million Americans could be in the newly created gray area. In 2010, when the act was passed, the Commonwealth Fund, an independent health care policy foundation, similarly calculated that the Medicaid expansion would benefit 12 million of the 15 million uninsured Americans under the poverty line.?

Donald Berwick, former head of the Centers for Medicare and Medicaid Services, which administers the two programs, said few states were likely to take that risk.

"Those people are still living in your state, They're still poor. They're going to come to your emergency room. They're going to be operated on, and they're going to have diseases that get worse, and you're going to have to pay for that. That will come from the state ? free care pools and charity in the state," Berwick said in an interview on MSNBC-TV.?

"I think what's going to happen is the states are going to be under pressure from providers of care who say: 'Why are you leaving this money on the table? Let's join in with the federal dollars.'"

But Judy Solomon, vice president for health policy at the nonpartisan Center on Budget and Policy Priorities, agreed with Ho that the decision means low-income adults could lose the promise of Medicaid coverage "even while people with somewhat higher incomes will be eligible for premium tax credits."?

Writing on the center's policy blog, Solomon said: "The poorest adults ? primarily parents and other adults working for low wages ? will be left out in the cold."

Attorneys for the 25-year-old actress and the men confirmed Wednesday the lawsuit has been settled before trial. Terms were not disclosed.

Lohan's attorney Ed McPherson says a dismissal notice will be filed in court. He says Lohan can now devote her full attention to her career.

Attorney Randall Billington, who represents the men, says he is happy the case has been resolved and wishes Lohan the best.

BJ Penn and Rory MacDonald volunteer for additional drug testing for UFC 152

BJ Penn, who is expected to fight Rory MacDonald at UFC 152 in Toronto, is leading by example in the campaign to introduce more stringent performance-enhancing drug testing into MMA. He and MacDonald tweeted an agreement to have their September bout sponsored by the Voluntary Anti-Doping Association.
Penn tweeted to MacDonald on Tuesday:

. @rory_macdonald VADA anti-doping has offered to sponsor our upcoming fight.I've accepted and invite you to help me clean up the sport

. @rory_macdonald VADA results will be released after the fight to ensure that the fight happens. Lets get started asap!!

MacDonald responded:

@bjpenndotcom already worried BJ? honestly i think its a great idea 2, and im ready to do the testing for our fight aswell @danawhite

According to VADA's website, Penn and MacDonald will be subject to a testing program similar to what Olympic athletes under go. They will be subject to random testing, and have to submit their whereabouts to VADA so drug testers can show up whenever they like to require a test.

If it's truly modeled after the Olympic program, Penn and MacDonald need to be ready for knocks on their door at all times of the day and night. Olympians often tweet when the U.S. Anti-Doping Agency shows up at their door, and it's rarely expected.

Kudos to both men for paying more than lip service to the problem of PEDs in MMA. Penn is a respected veteran, while MacDonald is a young up-and-comer in the sport, and they both recognize the need to be role models. Hopefully, more fighters will follow their lead.

The Bustard Blog ? Blog Archive ? Children for Adoption

A frequent question among those people looking to become adoptive parents is that of what the children are like. This is understandable, of course. After all, before welcoming a child into one?s home, it is useful to know what options are available and what one can expect of the child. Since all children are different, there is no single or precise way to answer this question. By examining the various kinds of children who are generally adopted, it is possible to paint something of a general picture.

One option is to adopt an infant born within the U.S. The infants placed for public adoption are generally African-American, Hispanic or mixed-race. The number of Caucasian infants placed for public adoption is relatively small in comparison, as these children are generally handled by private adoption agencies. Adopting an infant is preferable for those people who wish to raise their adopted child from a very early age, possibly to simulate the experience of raising a birth child. Because this is such a widely sought option, it can often be difficult to find a readily available child, often resulting in long waiting periods before being able to adopt.

Think about what you?ve read so far. Does it reinforce what you already know about Adoption? Or was there something completely new? What about the remaining paragraphs?

A second domestic option is to adopt a child who is already in foster care and waiting for a family. These children tend to be older, from grade school age up to adolescence. They may have special needs, such as emotional, mental, or physical disability, or they may be part of a sibling group that must be placed together. Often called ?waiting children,? these special cases are handled by both public and private adoption agencies, with entities called adoption exchanges helping to provide matches between child and parent. Often, adoption subsidies are available to help offset the cost of caring for a child with special needs.

A third option is to adopt internationally. Children are available for adoption in over fifty foreign countries. These children have been put for adoption for a variety of reasons, often linked to the nation or culture in which their parents live. In South Korea, for example, unwed mothers are looked upon shamefully, so would-be single moms often put their infant up for adoption. Often these children are living in orphanages, just waiting for someone to adopt them. The process of adopting from abroad can be a tedious one, but there are agencies and attorneys that will facilitate the process.

No matter which option is right for a certain individual, one theme remains the same: there are children who need to be adopted. From infancy to adolescence, both at home and overseas, there are children who are without families. For prospective birth parents who do not have the means to raise a child, and for people looking to start a family, adoption is a solution to be considered. If you or someone you know is thinking of adopting and would like some more information, some good online resources include Adoption.com and Adopting.org, both of which are aimed at providing information on adoption to pertinent parties. AdoptableKids.com is an online adoption exchange where one can search and browse photo listings of hundreds of kids currently waiting to be adopted.

That?s the latest from the Adoption authorities. Once you?re familiar with these ideas, you?ll be ready to move to the next level.

What Is An Estate Plan And Why Do You Need One Before ...

We are terribly busy in the modern-day world. We have roles to work, regularly kids to look after, and when we will we like to chill and enjoy ourselves. It?s rarely that we have the time or the inclination to make plans for the future.

But tomorrow is rarely guaranteed. As much as we not like to mull it over we may be gone in the future.

Where would that leave our families?

It?s truly an agonizing thing to contemplate. That's the reason why most of us put it off? Sometimes until it's too late.

Who would pay the debts if your bank account was locked up in probate?

Would your youngsters be well placed to continue their college and future dreams?

Are you even tolerably insured?

Even if you do not have a large amount of assets your financial affairs might be tied up for months or years. Your family may struggle to take care of business.

Unless?

You have made plans for that possibility.

Generally someone does not get motivated to make an estate plan till they see somebody else suffer. Maybe a friend dies and they see what happens to the family as that person?s estate has to go through probate. Or perhaps a person who the deceased never intended gets the majority of the estate. This is extremely common.

Perhaps they have seen estate taxes get the bulk of the estate because the monies were not protected with some easy trust or will declaration. This too is very common.

Maybe you've seen it with our own elders. They die without a will and you are stuck cleaning up the mess. Perhaps the beneficiaries who received assets weren't the ones they really intended to get them.

And if they died intestate (without a will), the estate had to go thru probate court and a judge made all the choices as to who got what, even though they did not deserve or truly qualify. This frequently happens if a prior partner was on an old will or still had claim to somebody's assets.

Having a clearly stated will would have avoided all of these Problems. Once there's a will of record the courts can't make decisions. The will becomes the final authority on who gets what and who are the legitimate successors of any and all assets. It becomes quite clear in the court?s eyes.

So what are the tools you need to have in your estate plan.

A Will

Having a Will and Last Testament is probably the simplest and most typical legal tool that everyone has at their disposal. You can even make your own will but I do not commend it. Unless you are really conversant with your country's estate laws you could be doing more damage than good.

A Power of attorney

A Durable Power of Attorney gives a specific person control of your finances should you become incapacitated or unable to make calls. Be certain to have somebody you trust assigned as your legal representative. Remember, should you die, the Power of Attorney becomes invalid. Your representative will have no authority so make sure you have a will to cover what happens after you die. You can have that designate become your estate executor if you want on your death.

Health Care Surrogacy or Health Care Proxy

If you are in the hospice and have a terminal illness, you want to point out what should happen if you go on life support. Without a Medical Care Surrogacy even simple medical information may be refused your family unless you have appointed who has the ability to get that information. This is awfully frustrating to loved ones and family if you become awfully sick. You owe it to them to have this critical legal vehicle prepared.

Trusts

For some monetary circumstances having a trust in place can protect useful assets and confirm they pass to your selected heirs. A trust can avoid these assets from going to into probate court where a judge will make these choices for you.

Well I hope that has motivated you to act. Having a solid estate plan makes good business sense and is vital if you would like to defend your loved ones from frustrating money Problems after you die.

Being Self-Sufficient through Occupational Therapy

As one encounters a fork in the road, solving the problem is only half the dilemma because getting back on track with one?s life may be just as hard. Although with a little help and determination, a person may be able to participate in an occupational therapy and get the needed boost. Occupational therapy seeks to help those who had just been through a difficult time such as mental illness, amputations and sensory difficulties among others.

?

The role of occupational therapists may be likened to a life coach who would help the person in relearning skills that may help in school or work. Activities would then be selected by the participants because they need to be interested in the activity for them to get the most out of it. Psychiatrists also prescribe occupational therapy for those who are depressed as they are weaning off their antidepressants due to the information regarding Zoloft lawsuit.
